Ownership and rollover
HSAs are yours and roll over forever if you stay eligible to contribute. FSAs are usually employer plans with use-it-or-lose-it rules (with limited exceptions).
Only HSA-eligible HDHPs unlock HSA contributions.
Practical choice
Choose HSA + HDHP if you can fund the deductible and want long-term tax-free growth. Choose FSA when your employer offers rich contributions and you have predictable near-term expenses.
Some employers offer limited-purpose FSAs alongside HSAs for dental/vision.
